How the quest unlocks
Merc-mission trigger tied to her chart: unlock Azami's Key Affinity level 2 (100 Trust); once Mòrag has joined, the one-time Merc Mission 'Surveillance' automatically appears in Uraya (Azami must lead it, with one Blade each having Dark Mastery, Botany and Clairvoyant Eye Lv1+; its duration is INDEFINITE — it only ends when you talk to Genedd). While she is dispatched, talk to Genedd at Fonsa Myma Port — he only spawns when (Pyra or Mythra) and Mòrag are in the party — to start the quest. Her Key Affinity level 3 node is literally 'dispatch Azami to Surveillance, go to Fonsa Myma Port and complete All's Fair', so her chart cannot progress past level 2 without this quest.

Walkthrough
- Raise Azami to Key Affinity 2 (100 Trust); with Mòrag recruited, dispatch Azami as leader on the Uraya Merc Mission 'Surveillance' (needs Dark Mastery, Botany and Clairvoyant Eye at Lv1+ among the dispatched Blades; the mission has no timer and never ends on its own).
- With (Pyra or Mythra) and Mòrag in the party, talk to Genedd at Fonsa Myma Port — he accuses Azami of being a witch who sank his ship; the quest starts and Surveillance completes.
- Go to the Great Blowhole in Uraya (Azami must be in the party), then to the land adjacent to Coralline Sanctum, where the smugglers are harvesting flowers.
- Defeat the two mercenaries who attack: Jaggra and Vanny.
- Investigate the boxes full of plants — a Botany Lv7 field-skill check is required to analyze them.
- Go to the hut at Blossomshade Cliff and speak to the Nopon servant Tolulu — she appears only from 5:00 to 7:00 AM, and negotiating needs Nopon Wisdom Lv2 and Fortitude Lv2.
- Knock on the hut door; the resident reveals the group plans to poison the Mor Ardain Titan, so travel to the deep levels of the Ether Mine in Mor Ardain.
- Meet, then defeat the three mercenaries there: Weirdo Gillick with Lackey Errol and Lackey Neb.
- Put a stop to the huge poisoning machine — per Xeno Series Wiki the correct switch order is Blue, White, Blue; Azami blasts it with her Ether Cannon.
- Go to the Mine Elevator in Mor Ardain to finish the quest.
Good to know
- The most-missed trigger: Genedd does not exist at Fonsa Myma Port unless Azami is currently OUT on Surveillance and your active party contains (Pyra or Mythra) AND Mòrag.
- Surveillance's timer reads indefinite by design — it never finishes by waiting, so 'mission duration' field skills do nothing; just go talk to Genedd.
- Tolulu is only present 5:00-7:00 AM (sleep at an inn to set dawn), and the Botany Lv7 check is steep for the mid-game — stack flower/Botany Blades (Azami's own chart raises Botany to Lv 3).
